Kevin Donegan stated that the owner would be in <br /> violation of the new well permit <br /> b. Geothermal Regulatory Framework <br /> i. Geothermal Regulatory Study Due 12-31-2024 <br /> 1. Kevin Donegan provided the report <br /> a. Todd Hunter asked if there is a location carved out that <br /> provides for the Darcy loops <br /> i. Kevin Donegan responded that this will likely be <br /> handled by DWR and that DWR staff has met with <br /> Darcy Solutions staff and will again in the future <br /> ii. Proposed Legislation <br /> 1. Kevin Donegan presented the proposed legislation <br /> 2. Robert Hillegas asked if water quality is included in the <br /> management of Deep Geothermal Operations using nontributary <br /> water <br /> a. Mr. Donegan responded that water quality would be <br /> handled by ECMC and EPA <br /> 3. John Hunyadi asked how the increased burden on limited staff at <br /> DWR has been addressed <br /> a. Kevin Donegan stated that they have addressed current <br /> staffing challenges and proposed options that will help <br /> inform the legislature <br /> 4. Travis Day expressed concern over the oversight on geothermal <br /> projects as compared to water well requirements <br /> 5. Josh Weaver asked whether geothermal rules for wells under <br /> 2500 feet will keep Water Well Construction Rules in mind <br /> a. Kevin Donegan responded that these wells will have <br /> separate requirements for the first 2500 feet based on <br /> ECMC rules <br /> 12. New Business <br /> a.
