Storage in s - <br /> Turquoise, Twin Lakes, Pueblo, and John Martin reservoirs ._ <br /> totaled 261%of normal as of the end of October. Flow at the <br /> w 3— <br /> gaging station Arkansas River near Portland averaged 562 cfs, z A <br /> as compared to the 1965-1993 average of 420 cfs. The <br /> National Weather Service reports basin precipitation at 23% y• <br /> of normal during the month. ° �,r",,� J�' '` r <br /> -1 <br /> Outlook <br /> _ <br /> Reservoir supplies continue to be excellent as the <br /> basin prepares to enter into the annual winter water storage 3- <br /> program on November 15. Pueblo Reservoir has enough space <br /> available to accommodate the participating entities' normal <br /> storage amounts, but only within the joint-use space of the <br /> reservoir. This joint-use space will have to be evacuated by <br /> April 15 to provide for flood protection,and most participating ARKANSAS RIVER NR. PORTLAND <br /> entities will not effectively use storage prior to that date. 70 <br /> FIRST MONTH ON THE WATER YEAR <br /> Entities will probably either forego storage or divert to direct <br /> flow irrigation during the winter months. These new rules will require non-exempt <br /> tributary wells to completely replace all of their depletions to 20 <br /> usable Stateline flow and/or senior surface rights beginning <br /> April 1, 1996. A total diversion allowance of 15,000 acre-feet <br /> is made for "pre-compact" wells (wells with a priority senior 0 <br /> OCTOBER 1995 AVERAGE C'ES-Si) HIGH C19B5) LOW C10713) <br /> to December 14, 1948).
