Cristyn Radabaugh <br />June 28, 2019 <br />Page 7 of 10 <br />26) Recharge pond accounting and operations must, at a minimum, include and/or comply <br />with the following information: <br />a) Measured and recorded inflow and measured precipitation as recorded by the <br />nearest CoAgMet weather station (Rocky Ford). Missing CoAgMet station data <br />must be replaced by the next closest CoAgMet weather station. <br />b) Daily content by staff gauge with a documented time recorded if not <br />automated. <br />c) Daily evaporation determined by daily evaporation rate by pond surface area <br />for each day water is present in the pond. Daily evaporation is determined <br />based on the pan evaporation at John Martin Reservoir as reported by the Corps <br />of Engineers from data collected. Alternatively, pond evaporation could be <br />determined using CoAgMet data from the Rocky Ford Station, applying a <br />shallow lake factor of 0.72 and using the equation 0.72"1.2"ETrs or 0.864"ETrs. <br />d) The recharge must be computed from a mass balance standpoint with no credit <br />for recharge of precipitation. <br />e) The area in and around the recharge pond must be kept clear of vegetation and <br />must be regularly monitored for any increased vegetative growth and/or pond <br />seepage coming to the surface. To the extent that any vegetation exists while <br />recharge is taking place, there must be an appropriate reduction applied to <br />recharge credits available at the Arkansas River. <br />27) Observations must be made and recorded of any spills, seeps, or overtopping of <br />recharge ponds when recharge ponds are near full. No credit for recharge infiltration <br />to groundwater shall be allowed when spills, seeps, or overtopping are observed unless <br />the amount of such spills, seeps, and overtopping may be estimated with reasonable <br />accuracy based on existing measurements and calculations and deducted from the <br />amount delivered to recharge as approved by the Division Engineer. Fields between the <br />recharge ponds and the river must be monitored periodically by Division Engineer staff <br />and Applicants to verify whether any elevated groundwater tables are induced by <br />recharge. <br />28) To the extent that the recharge ponds are used for purposes other than this IWSA, the <br />infiltration of such water to groundwater must be considered to occur based on the <br />percentage of the total delivery to the subject recharge pond. Recharge accounting <br />must be adjusted to reflect the proportion of water placed into recharge for IWSA <br />operations and for other purposes. <br />29) All diversions, deliveries for the Subject Shares, deliveries to recharge, and recharge <br />pond stage must be measured in a manner acceptable to the Division Engineer. The <br />Applicant must install and maintain measuring devices as required by the Division <br />Engineer for operation of this IWSA. <br />30) Applicant may exchange or store water in Pueblo Reservoir only so long as and to the <br />extent that they have a contract with the owners of that structure, and such storage <br />and use is within the effective time period of such contract. Applicant recognizes that <br />Pueblo Reservoir and Fountain Valley Conduit are owned by the United States Bureau <br />of Reclamation ("Reclamation"), and operated as part of the Fryingpan -Arkansas <br />
