Cristyn Radabaugh <br />June 28, 2019 <br />Page 6 of 10 <br />19) Substitute supplies used for exchange must be delivered at a Catlin Canal <br />augmentation station through a measuring device approved by the Division Engineer. <br />The amount of substitute supply available for exchange between the augmentation <br />station and Arkansas River shall be assessed a transit loss that is subject to <br />modification as determined by the Division Engineer. <br />20) During any of the three operational years, any water attributable to the Subject <br />Shares that would otherwise be available to the Applicants (after accounting for ditch <br />loss) which the Applicants are not able to divert or use because of operation of any <br />volumetric limit must be returned to the Arkansas River through one or more <br />augmentation stations on the Catlin Canal following diversion at the Catlin Canal <br />headgate and shall not be available for irrigation, augmentation or any other use until <br />such time use of such water is again allowed in accordance with the volumetric limits <br />of this approval. <br />21) Surface return flow obligations must be calculated daily and must be replaced by <br />delivery of the IWSA Catlin Canal shares at the augmentation station(s). On a daily <br />basis, Applicants must replace the calculated amount of tailwater return flow <br />obligation. On a monthly basis, Applicants must demonstrate that all tailwater return <br />flow obligations have been replaced. <br />22) Ground water return flow replacement requirements for the Thelin and Mayhoffer <br />West farms must be calculated using the unit response functions included in Enclosure <br />4. (Thelin Table A-9; Mayhoffer West Table B-9). Mayhoffer South farm analysis <br />indicated 96% of the return flow occurred during the first month and 4% in the second <br />month and would therefore allow a "wrap" of the second month into the first month. <br />The Mayhoffer East return flows were presumed to return to the river in the same <br />month of delivery in the application and will be included with daily surface return flow <br />delivery obligations, however, per Condition 8 above, an analysis of the lagged return <br />flow is required to be updated by August 1, 2019 based on the information in Enclosure <br />3. <br />23) Applicants must deliver appropriate amounts to each of the three recharge ponds to <br />attempt to produce a "pay as you go" operation based on unit response functions to be <br />applied to deliveries of the shares to the ponds upon successful infiltration as <br />computed below. The unit response functions for each pond are included in Table E-1 <br />in Enclosure 5. <br />24) On a daily basis, Applicants must deliver the groundwater return flow portion of <br />Mayhoffer West and Thelin farm Catlin Canal share deliveries, plus consumptive use <br />water to replace evaporation, to the recharge ponds in a manner that will ensure <br />correctly timed return flows. On a monthly basis, Applicants must demonstrate that <br />the ground water portion of the Catlin Canal share deliveries were delivered to and <br />infiltrate at the recharge ponds. <br />25) All recharge ponds must be surveyed and stage -area -capacity tables must be approved <br />by the Division Engineer before use (unless previously authorized for use under a <br />separate approval). <br />
