Cristyn Radabaugh <br />June 28, 2019 <br />Page 3 of 10 <br />3) Dry -up of the fallowed fields must comply with the "Operating Procedures for <br />Administration of Parcels Claimed for Augmentation Credits" of the Colorado State <br />Engineer's Office (Enclosure 2). Re -irrigation of dry -up parcels is not allowed during <br />the year in which such parcel is fallowed under this IWSA. <br />4) Applicants must notify the Division Engineer of the status (dry land crop (must specify <br />type), tilled and fallow, not tilled and fallow, stubble of past crop left on field, etc.) <br />of each fallowed field in the IWSA by May 15 of each year of operation. <br />5) Applicants must monitor fallowed parcels on a periodic basis to confirm the adequacy <br />of dry -up in conformance with the terms and conditions of this approval. Should <br />non-compliance with the dry -up requirements of this approval be discovered, <br />Applicants must immediately notify the Division Engineer and take such corrective <br />action as is required by the Division Engineer. These fallowed parcels are also subject <br />to inspection by the Division Engineer who shall inform the Applicants if <br />non-compliance is found. <br />6) Applicants must ensure that all participating farmers are contractually bound to <br />provide for weed control and erosion protection for the lands removed from irrigation <br />as a part of the IWSA. This will include the acknowledgement of, and agreement to <br />comply with applicable County code noxious weed management requirements, <br />including the Otero County Noxious Weed Management Plan, Otero County Code, <br />Chapter 12 - Vegetation. <br />7) The following monthly factors must be applied to farm headgate deliveries to <br />determine surface water return flow obligations and groundwater return flow <br />obligations and transferable consumptive use credits.
