Exchanges may also be necessary to an intermediate location <br />when exchange potential is not available from the exchange from point to Pueblo Reservoir. <br />The application indicates the possible use of the Holbrook Canal as an intermediate exchange <br />to point for delivery to Holbrook or Dye Reservoirs with a subsequent release and exchange to <br />Pueblo Reservoir when exchange potential exists. Historical return flows are proposed to be <br />maintained by utilization of the augmentation stations mentioned above as well as delivering <br />return flows as necessary to three recharge ponds (Schweizer [WDID 1704800], Chavez [WDID <br />1704802] and Mayhoffer [WDID 1704803]). See the maps included at Enclosure 1 for reference <br />regarding farm location and key operational structure locations. <br />Historical Consumptive Use Analysis <br />Super Ditch's engineer prepared an analysis of historical consumptive use and return flow <br />obligations for each of the four individual farms utilizing the Lease Fallow Tool. For three of <br />the farms (Mayhoffer West and South and Thelin) a study period of 2000-2017 was selected for <br />the analysis. The Mayhoffer East farm parcel had not been irrigated past 2009 so a shortened <br />study period of 2000-2009 was used for this farm. <br />The State and Division Engineer's staff ("Engineers") reviewed the analysis for each farm and <br />found the conclusions to generally be reasonable as long as the temporary change is operated <br />pursuant to the specific terms and conditions listed for each farm below. There were some <br />instances where the Engineers believed it necessary to make minor modifications to the <br />proposed factors or limits. For each farm the approved return flow factors and limits on <br />consumptive use credits are summarized in the conditions of approval below. <br />CONDITIONS OF APPROVAL <br />This IWSA is hereby approved pursuant to 937-92-309, C.R.S., subject to the conditions stated <br />below: <br />1) This IWSA shall be valid for the period from July 1, 2019 through December 31, 2028 <br />unless otherwise revoked. The application provided on April 12, 2019 serves as notice <br />of operation for the first of the three years this plan can be operated pursuant to the <br />IWSA Rules during this approval period. <br />2) For each subsequent year of operation of this IWSA, notice must be provided to the <br />Water Commissioner for Water District 17 and the Division Engineer by March 1. This <br />notice will be for the purposes of (a) reporting on any continuing delayed return flows <br />still owed under the plan and confirming how those return flows are being maintained <br />and (b) identifying the second and third year of operation within the ten year period. <br />Notices are required beyond 2028, if needed to confirm maintenance of historical <br />return flows, until delayed return flow maintenance has been completed. Applicants <br />must notify and provide mapping to the Division Engineer of those parcels to be <br />fallowed and the associated shares for the operational year. <br />
