The Division has completed a preliminary adequacy review of the technical revision application (TR -81)
submitted by Bowie Resources, LLC (BRL) for the Bowie No. 2 Mine. The revision proposes drainage and
postmining topography changes on Gob Pile #2 and the enlargement of Pond F. We have the following
comments and questions regarding the application.
1. The Table of Contents for Volume IX was last updated with PR -12 in November 2010. The page
numbers listed are largely outdated, Figure 4 is not listed, and the list of Stability Analyses does
not include the Buckhorn studies for TR -75, TR -76 and TR -81. Please update the Table of
Contents for Volume IX.
2. The Professional Certification provided with Volume IX was last updated with TR -64 in
December 2009. There have been a number of changes made to this volume since 2009, and
the list of Buckhorn engineers should be expanded to include Dan Quigley. Please update the
Professional Certifications for Volume IX.
3. On Page 1 of Volume IX, the second paragraph should be revised to reflect the approval of TR-
76. Please revise page 1 so the "current approved design" sentence in the middle of the
paragraph is updated, moved into a separate paragraph, and placed at the end of the history
narrative.
4. The pagination of revised page 4 of Volume IX doesn't fit with the currently approved version of
Page 5 that starts with "Diversion Ditches ". Please submit a revised page 4 that coincides with
the currently approved page 5.
5. Please update Page 4 of Volume IX, the "West Expansion" entries under the "Slopes" category
to reflect the "as- built" configuration with slopes as steep as 2h:1v approved with TR -75.
6. Revised page 10 of Volume IX indicates that Pond F will be cleaned when sediment
accumulation reaches 75% of the maximum storage, but further states that the ability to
remove sediment from pond F is contingent upon weather conditions. Two years of sediment
capacity and scheduled cleanouts at 75% capacity are recognized as best practices, and the
