MANAGEMENT <br />The DRMS' letter dated November 20, 2012 transmitted its adequacy review for the referenced <br />permit revision. On behalf of Bowie Resources, LLC, ( "BRL ") following are its responses to the <br />DMRS' comments and concerns. <br />1. DRMS - BRL has provided the information required by Rule 2.05.6(6)(b)(ii), <br />documenting that there are structures (Turkey Track Ranch cabins) within the permit <br />boundary that BRL predicts will not be materially damaged. BRL bases this <br />prediction on the mine plan that has been developed to leave a pillar in place on the <br />west end of Panel B -20. BRL has not, as required by Rule 2.05.6(6)(b)(ii), proposed <br />a monitoring program to determine the accuracy of that conclusion. The revised text <br />on page 2.05 -158 indicates that subsidence monuments will be installed on the <br />Turkey Track Ranch structures since they are close to the angle of draw, but no <br />locations for the monuments were shown on Map 27 or 27B. The Division believes it <br />would be prudent to monitor subsidence in the vicinity of these structures so that it <br />would be possible to determine whether any subsidence related damage to these <br />structures occurs. BRL has proposed additional monitoring points along the Pitkin- <br />Mesa pipeline, and PL -22 will provide data near the southern structure. At least one <br />additional point should be placed on the northwest corner of Panel B -20 to get data <br />near the structure that lies just outside of the western edge of the predicted <br />subsidence zone, as shown in the pink circle shown on a portion of Map 27, below. <br />Ideally, a monitoring point would be installed at each structure. <br />BRL - A subsidence monitoring point has been installed near each Turkey Track <br />Ranch structure. The subsidence points are shown on Maps 27 and 27B and listed <br />on page 2.05 -164. <br />
