Susan Burgmaier - 2 - February 15, 2013 2. DRMS - Several maps will need to be updated with the new permit boundary. Map 3 - Vegetation - needs to be updated with the revised permit boundary. Prior to any surface disturbance in this area, vegetation baseline studies will need to be conducted (see Item 3 below). Map 4- Soils - needs to be updated with the revised permit boundary. Prior to any surface disturbance in this area, soil resources will need to be inventoried and mapped (see Item 3 below). Map 5 - Surficial Geology - needs to be updated with the revised permit boundary. Prior to any surface disturbance in this area, the surface geology will need to be provided. Map 06 - Geologic Hazards Map 07 - Geology A revised Map 09, Hydrological Monitoring Location Map, was submitted with this PR13 application, but the map has the currently approved permit boundary. Please revise the map to show the PR13 proposed permit boundary. Map 12 - Premining Land Use Map 13 - Postmining Land Use Map 23, Water Rights Location, and Map 23A, Water Rights Location Wells, will need to be updated with the new permit boundary and to include all water supply intakes, ditches, reservoirs, and wells within a one mile minimum radius of the affected area of the permit boundary expansion. Map 25 - Previously Mined Areas Map 27 -B, which depicts subsidence monitoring points, should be updated to reflect the revised permit boundary and the proposed monitoring points for the expansion area. BRL - The maps were updated as requested. 3. DRMS - This permit revision does not include any proposals for additional surface disturbance. Should BRL contemplate any future surface disturbance in the expansion area (gob vent borehole, fan shaft, escape shaft, etc.), the following will need to be addressed: a. The fish and wildlife information required by Rules 2.04.11 and 4.18 will need to be submitted. Specifically, BRL must address any potential Threatened and Endangered species present in the area prior to any ground disturbance. b. SHPO clearance must be obtained prior to any surface disturbance. c. The soils information required by Rules 2.04.9 and 4.06. The entire expansion area proposed in PR13 and previously approved expansion area of PR12 appear to be included in Map 9 -3 of the Bowie No. 1 permit application package. This information may be useful for insertion in the Bowie No. 2 permit. d. The vegetation information required by Rules 2.04.10 and 4.15. This information appears to have been addressed on Map 9A -1 (including supporting text) of the Bowie No. 1 permit application package, and may be useful for updating the Bowie No. 2 permit.
