Request for Permit Revision 2 (PR-02). Permit C-81-017.
Dear Mr. Waldron:
The Division requires further detail as to measures to be taken for additional sediment
control and maintenance of the system of roads in Coal Basin. Mid-Continent had
previously submitted a request for revision, dated December 11, 1991 and an
amendment to the initial request, dated February 13, 1992. Mid-Continent, as permit
holder, submits a second amendment in response to the Division's adequacy review as
detailed in your letter of May 15, 1992.
As indicated previously, the request for Permit Revision No. 02 is submitted in
anticipation of resumption of mining at the Coal Basin mine, and addresses on-going
maintenance of the former haul roads and interim measures aimed at sediment control
along these roads.
As I have indicated in the previous submittals, this amendment is not intended to revise
or alter the approved plan for final reclamation. which will occur over the next several
years if the mine is not re-activated.
Crystal Springs Coal (C.S. Coal) is in process of completing its due diligence review,
which includes securing necessary permits, in preparation for acquisition of the mine
property and resumption of mining. This submittal details an environmental program to
be implemented by C.S. Coal, as successor permittee to Mid-Continent Resources. As
