Adequacy Questions #2

Dear Ms. Bishop:

The Division of Reclamation Mining and Safety (Division) received Bowie Resources’ response to
the Division’s April 4, 2012 adequacy questions on May 25, 2012. The Division’s comments to
BRL’s adequacy responses are below.

General

Rule 2.05.3(8) and Rule 4.10

5. BRL has responded that the pile’s stability does not depend on the catch
point of the native slope, and that the ‘maximum section’ is not being revised with TR-72.
They are correct that the two-dimensional analysis used does not take into account the pile
width [nor any benefits achieved from the confining support of the sides of the valley].
Neither the pile slope, bench width, overall slope, nor maximum height has been revised.
The request is withdrawn that BRL provide the expected factor of safety for the westward
expansion of Gob Pile #2.
