Stover & Associates' response to my adequacy concerns with TR -72. Their response adequately <br />addressed all of my initial concerns, but I do have a few additional comments for the operator. <br />1. Page 2.05 -41 states that "Markers will be installed in Pond F clearly indicating the required sediment cleanout <br />level and maximum water level that could occur while still allowing ample storage for the design event." BRL <br />will need to verify that the markers reflect the sediment and water levels approved with this revision. <br />2. The diversion ditches around the refuse expansion area will need to be completely constructed and lined (rip <br />rap) prior to placement of any refuse beyond the currently constructed diversion ditches. Care should be taken <br />to ensure that rip rap selection and placement in the ditches is consistent with the notes on Figure 3 (Pond F <br />Detail); specifically, the rip rap needs to be well graded to ensure that voids are filled. <br />I have also reviewed the cost estimate provided by the operator for the revision. The operator estimated reclamation <br />costs to be $12,433.34. My estimate was $18,135.11. My costs for subsoil and topsoil replacement were nearly double <br />the operator's estimate, which was based off of the Division's previous Task 43 (replacement of cover on Gob Pile #1). <br />Since the expansion is for Gob Pile #2, and the haul distances from the stockpiles are comparable, I based my estimate <br />on previous DRMS Tasks 45 and 124 for Gob Pile #2. A copy of my estimate is attached, for the operator's review. <br />Please let me know if you or the operator have questions or need additional information. <br />Susan L.
