Erickson, Environmental Protection Specialist <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 ,�+ <br />Subject: Request for Technical Revision, X11 -1990 -025 <br />7 February 2012 <br />Dear Sir: <br />I am requesting a Technical Revision for Hay Camp Pit, M -1990 -025, as provided by <br />Rule 1.9. To my knowledge, after reviewing the file, this would be Technical Revision TR -01. <br />The TR is for the following actions, which I do not believe have more than a minor effect upon <br />the approved Reclamation Plan: <br />a. Location of a portable Hot Mix Asphalt (HMA) Facility on Hay Camp Pit for specific <br />projects and contracts, on an intermittent basis, together with necessary supporting <br />material storage, parking, and equipment. <br />b. Use of non - hazardous waste materials (such as baghouse dust, scrubber solids, <br />off - specification HMA, material from start-up /shut -down) as backfill for reclamation of <br />the Hay Camp Pit. <br />The trigger for this request is the need to provide material and support paving operations for a <br />number of CDOT and Federal Highway Administration (FHWA) /National Park Service projects <br />planned for the 2012 Construction Season in Montezuma, western La Plata, Dolores, and <br />possibly San Miguel Counties, Colorado. However, the request would be for an indefinite <br />period of time. <br />General Concept: Various companies will locate portable HMA facilities to Hay Camp Pit, and <br />use aggregates from the pit to produce HMA which would be delivered by truck to the work <br />sites. Normally, there will be an increased production of aggregates for several weeks or <br />months before the HMA facility is moved to the site. It is anticipated that only one HMA facility <br />at a time would be located and operated. The equipment might be moved to Hay Camp Pit in <br />advance of the scheduled production, and might be left at the pit for some time (but not <br />operating) before relocating elsewhere. Since the contracts for various projects are usually <br />only awarded a few months before work begins, the exact size, model, serial number, and <br />permit numbers for the HMA facility are not available at this time. <br />The facility will usually be set up near crushing and screening trains already operating <br />at Hay Camp Pit. The facility will not be set up on areas already reclaimed, whether <br />reclamation release has been requested or not. Existing roads, on- and off -site, will be used <br />to support the facility, and no improvements to those roads will be made. Stockpile areas may <br />be increased in size, but again, will not use reclaimed areas. <br />General impacts: The facility will require trucks haul the equipment to site, haul AC oil and <br />fuel beyond that normally required by trucks and crushing /screening equipment operating on <br />site, and other materials (such as lime and soap) used to produce HMA.
