Pineda <br />1326 War Emblem Lane Director <br />Rock Springs, Wyoming <br />82901-7713 <br />RE: Bear No. 3 Mine, Permit No. C-1981-033, Bear Coal Company <br />Partial Phase One Bond Release, SL-4, Request for a Minor Revision <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety requests that the Bear Coal Company <br />submit a minor revision for the Partial Phase One Bond Release (SL-4) to update the permit <br />application with the proposed SL-4 changes to the reclamation plan. Please include the following in the <br />minor revision: <br />1. The permit states, on page 2.05-27, that the power distribution line will be removed. Please add <br />to the permit text that one power pole will remain and include for insertion into the permit <br />application the documentation on company letterhead that the Delta-Montrose Electric <br />Association wants the power pole to remain and that the surface owner where the power pole is <br />located, Mountain Coal Company (MCC), approves of this retention on their property. <br />2. The permit text, on page 2.05-32, states that the main haul road will be left in place, as shown <br />on Map 12. Although the bridge is shown on Map 12, the Division believes that it would be <br />clearer to revise the text to include the retention of the bridge as well as the road and to include <br />documentation on company letterhead that MCC owns the bridge and that MCC approves of <br />the retention of the bridge until final bond release. <br />3. The permit text, on pages 2.05-31 and 2.05-35a, mentions the eventual reclamation of the <br />sediment pond but does not mention the eventual reclamation of the hillside spring water <br />treatment pond.
