Piheda <br />From: Joe Dudash Director <br />RE: New Horizon rth, Permit No. C-2010-088, Western Fuels- Colorado LLC <br />New Permit Application, Surface Water Hydrology Adequacy Review <br />I have finished my adequacy review of the surface water hydrology aspects of the new permit <br />application for the New Horizon North Mine. The following are my adequacy review questions and <br />comments: <br />1. In Section 2.04.7 of the permit application, mention is made of Tuttle Draw and Coal Canyon <br />in the regional surface water description and in the site specific surface water description. <br />However, no mention is made until much later in the discussions of the two tributaries of Coal <br />Canyon, namely Glasier Draw and Meehan Draw, and the tributary of Tuttle Draw, namely <br />Nygren Draw, which pass through the permit area and which appear on Map 2.04.7-1 and Map <br />2.05.3(3)-1. In order to avoid any confusion, please explain early on in the text descriptions that <br />Glasier Draw and Meehan Draw are tributaries of Coal Canyon and that Nygren Draw is a <br />tributary of Tuttle Draw. <br />2. On page 13 of Section 2.04.7, Tuttle Draw and Coal Canyon are described as being perennial <br />streams. Please describe the stream classifications for Glasier Draw, Meehan Draw and Nygren <br />Draw. <br />3. In the Surface Water Monitoring section on page 15 of Section 2.04.7, it is stated that there are <br />10 surface water monitoring stations, numbered SW-N200 through SW-N209. These 10 sites <br />also appear in Table 2.04.7-5 on page 17 of Section 2.04.7 as well. However, on Map 2.04.7-1, <br />"Hydrologic Water Monitoring Locations", site SW-N210 also appears. Please explain. <br />4. In the two sentences before the last sentence in the Surface Water Monitoring section on page <br />15 of Section 2.04.7, a discussion involving SW-7, SW-6 and GW-7 is presented. However, <br />these three sites do not appear on Map 2.04.7-1 and GW-7 would be a ground water monitoring <br />site. Please explain and modify the text discussion if appropriate. <br />5. In the last paragraph on permit application page 15 of Section 2.04.7, it is stated that surface <br />flow at NHN is totally dependent on the irrigation water from the 2nd Park Lateral ditch system. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
