STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215 C O L O R A D O
Denver, Colorado 80203 D IV IS I ON OF
Phone: (303) 866-3567 RECLAMATION
FAX: (303) 832-8106 MINING

SAFETY
Interoffice Memorandum
To: Joe Dud ash
From: Kent Gorha
CC: Sandy Brow
Subject: PR-12, West Mine Expansion, Bowie No. 2, C-96-083
Date: November 10, 2010
As requested in your memo dated November 8, 2010, 1 have reviewed the revised
materials for Permit Revision No. 12 (PR-12) submitted November 5, 2010 by Bowie
Resources.
In the latest submittal, the operator has changed the orientation of the longwall panels
from east-west to north-south. The general outline of the predicted subsided area is
very similar with very minor exceptions.
My original comments for this revision are repeated below in italics. Questions #1 and
#2 were adequately addresses through previous submittals. My remaining question
was a reminder to the operator that the pipeline is "property" and the pipeline owner is
required to be notified as required by Rule 4.20.2.
I have no additional concerns with this revision.
The operator has provided the information required by Rule 2.05.6(6)(b) [worst possible
consequences] for the Stevens Gulch road, Stevens Gulch, and the Pitkin Mesa
pipeline. They have also included information required by Rule 2.05.6(6)(b)(iii)(8) [a
subsidence control plan]. The features are shown on revised Map 9, Hydrologic
Monitoring Locations and adequately described as required.
The Stevens Gulch road will be subsided and the applicant states the road is protected
where severe damage would occur by limited extraction (page 2.05-137).
The Division does not agree that Stevens Gulch road is protected by limited
extraction areas from activities as proposed under PR-12. Permit text on page
2.05-141 accurately describes the subsidence consequences and mitigation
for the Stevens Gulch road. Please correct the permit text on page 2.05-137.
Office of Office of
Mined Land Reclamation Denver - Grand )unction - Durango Active and Inactive Mines
