2. Please add permit text discussion at the bottom of page 2.05-142 regarding
the subsidence consequences and mitigation to any loss of surface water flow
in Stevens Gulch.
The applicant has provided adequate information regarding the Pitkin Mesa Pipeline in
compliance with Rule 2.05.6(6)(0 [subsidence control plan]. HDPE pipe will be installed
over the subsided area prior to mining and ultimately buried once the majority of
subsidence is complete. Monitoring of both the pipeline and Stevens Gulch road via
subsidence monuments is proposed as required by Rule 2.05.6(6)(0(iii)(C) to detect the
commencement and magnitude of subsidence.
My final comment is related to the requirements of Rule 4.20.2 [Public Notice of the
mining schedule]. The applicant should ensure that owners of structures and property
are notified as required by the Rule. In particular, the owner(s) of the pipeline would be
of primary concern regarding notification requirements.
Other than the minor issues as stated above, I have no other issues with the operator's
proposal. It appears that subsidence, as proposed, will have minimal or no impacts to
structures or renewable resource lands for the West Mine Expansion.
Let me know if you have any questions.
