Everist, Inc. requests a Technical Revision to update and revise the reclamation plan of the French <br />property of the Lohmann Sand and Gravel mine, DRMS Permit M-2001-017. This Technical Revision <br />addresses the change of lining method (from slurry wall to clay liner) and final configuration of the water <br />storage on the French property. Please note that "clay liner" includes earthen materials such as <br />compacted to The Technical Revision fee of $216.00 is enclosed. <br />Lining Method - revise from slurry wall to clay liner <br />The reclamation plan in the original application and subsequently approved for this permit specified that <br />the northern part of the Lohmann property would be lined with a clay liner and the French property would <br />be lined with a slurry wall. The French property has been lined with a clay liner, rather than the proposed <br />slurry wall. L.G. Everist is submitting this Technical Revision to change the lining method of the French <br />property from slurry wall to clay liner. <br />In a July 6, 2001 letter from L.G. Everist to the Division, L.G. Everist committed to providing: <br />(a) "construction quality assurance report and engineer's certification within 90 days after the completion <br />of the slurry wall" <br />The clay liner in the French property was approved and certified by the Colorado Division of Water <br />Resources, Office of the State Engineer (SEO), in a letter dated January 5, 2009. The leak testing and <br />construction quality assurance of the liner was conducted by Deere & Ault Consultants, Inc. They sent a <br />leak testing proposal letter in October 2009 and then submitted the final report to the SEO in January <br />2009, showing that the French liner had passed the more stringent "design" standard of the State <br />Engineer's guidelines on lined gravel pit reservoirs. Copies of the State Engineer's approval letter, Deere <br />& Ault's final report, and Deere & Ault's testing proposal letter are attached to fulfill this commitment. <br />(b) information in each annual report on "the clay liner installation progress and summary of any ongoing <br />construction quality results. " <br />L.G. Everist has been reporting on any reclamation progress, including sloping and liner installation, for <br />both the Lohmann and French properties in annual reports - in very general terms.
