Martin <br />Executive Director <br />RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC <br />Technical Revision No. 65, Amend the B-Seam Mine Plan and Drill One Geotech Hole, Second <br />Adequacy Review Letter <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review of <br />Bowie Resources LLC's (BRL) responses, dated February 3, 2010, to the Division's January 8, 2010 adequacy <br />review letter for Technical Revision No. 65 (TR-65). In addition to the Division's adequacy review comments, <br />the Division received comments from the USDA-Forest Service and WAPA. These continent letters were <br />forwarded to BRL in a letter dated December 29, 2009 and are part of the TR-65 adequacy review. BRL also <br />sent a concurrence e-mail to the Division that they had received from the BLM. <br />The following is the status of the Division's adequacy review concerns. Items numbered 1, 16, 22E, 23A and <br />23B remain unresolved. <br />Ground Water <br />1. Please provide a plan for incorporating additional ground water monitoring wells at locations down <br />gradientfrom the new disturbance/revised mine plan areas proposed with TR-65. Monitoring wells <br />should be located within the coal seam(s) to be mined and the saturated zone(s) above the coal <br />seam(s) down gradient of both the main entries beneath Terror Creek and North Mains mine plan <br />areas. The Hydrologic Monitoring Plan, permit text and tables should be updated accordingly. <br />In the submittal dated February 3, 2010, BRL requested relief from down gradient monitoring wells <br />for the North Mains Rooms mining. BRL also stated that well 2010-1 will be installed to monitor the <br />effects of mining the main entries beneath Terror Creek. Page 2.04-25 was revised. <br />With regard to the North Mains Rooms mine plan area, the Division concurs with BRL's response. <br />Regarding the Terror Creek mine plan area, there are adequate monitoring site locations down <br />gradient from the proposed main entries beneath Terror Creek. Monitoring wells should be installed <br />within the coal seam to be mined and the saturated zones/aquifers above the coal seam at a location <br />down gradient from the proposed disturbance. BRL has an approved drill site location P-TC-03-06 <br />approved in 2004 with TR-28. The wells were never drilled but this location is accessible and would <br />provide a good location for a down gradient monitoring site. As indicated in their adequacy response, <br />BRL has chosen an alternate location well site (2010-1), as shown on Map 9. Please provide a brief <br />description of these wells, including their proposed depth and formation to be completed in and <br />incorporate this discussion into the permit application package. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
