2. Please update the permit document to expand the discussion regarding the hydraulic isolation of the <br />Rollins sandstone to include the area beneath Terror Creek at the west end of the permit boundary. <br />BRL should make the case that similar conditions exist and no additional monitoring is necessary in <br />the Rollins sandstone at the west end of the permit boundary where new disturbance is proposed <br />with TR-65 (main entries beneath Terror Creek and North Mains Rooms). To the extent practicable <br />please update appropriate maps and cross-sections with available geotechnical data or drill log <br />information to demonstrate the hydraulic isolation of the Rollins sandstone. <br />The Division has no further concerns. The Division concurs that no additional monitoring is <br />necessary in the Rollins Sandstone at the west end of the permit boundary where new disturbance <br />is proposed with TR-65. Map 8 and pages 2.05-75ii, 76 and 81 were revised in the February 3, <br />2010 submittal to support BRL's contention that the Rollins Sandstone is hydraulically isolated. <br />The proposed geotechnical hole which would be located by monitoring well TC-03-01 is described <br />in the cover letter to the application. Based on discussion with J.E. Stover & Associates the <br />geotechnical hole is in the same location as the ventilation shaft being proposed for TR-66 It is <br />unclear whether BRL will abandon the geotechnical hole prior to vent shaft installation. Please <br />describe the abandonment plans for the geotechnical hole and how this will be coordinated with <br />ventilation shaft construction. <br />The Division has no further concerns. In the February 3, 2010 response, BRL stated that the <br />geotechnical hole will be destroyed by the construction of the vent shaft. <br />4. A dip-slip fault is known to exist within the permit boundary in the immediate area of the proposed <br />main entries beneath Terror Creek. The strike and the displacement of the fault are shown on Map <br />08 of the permit application. Based on review of available information it appears that the fault will <br />be encountered at the First Quarter 2010 main entry located to the east of Terror Creek. Significant <br />quantities of water from mine inflow may be encountered at the fault location during mining of the <br />main entries. If available, pleaseprovide the Division with an estimate of the quantity of mine inflow <br />water that could potentially be encountered due to development mining across the fault location. <br />Please provide revised text describing BRL 's plan for controlling and handling the water, if <br />significant amounts of mine inflow are encountered. <br />The Division has no further concerns. In their February 3, 2010 submittal, BRL responded that they <br />mined through the fault just east of Terror Creek and no significant mine inflows had been observed. <br />Subsidence <br />Please update the first sentence in the last paragraph on permit application page 2.05-99 to state that <br />portions of the Terror Creek road are within the permit area, as well as within the adjacent area. <br />The Division has no further concerns. In the submittal dated February 3, 2010, page 2.05-99 was <br />revised appropriately. <br />6. Please update the discussion in Section 2.4, Buildings and Structures, of Exhibit 15 in Volume III to <br />include the Western Area Power Administration Curecanti-Rifle transmission line and the two <br />transmission line towers. <br />2
