These maps should <br />replace the two maps received by you on 09 -21 -2009 that increased the amount of "solid <br />waste" to the Speer site versus a lesser amount shown in the original amendment <br />(amendment 4) submittal of 08 -28 -2009. Also included is a text "addendum" and revised <br />Exhibit "L", Reclamation Costs <br />With this minor change, ASCI has determined that keeping a small reservoir on the site to <br />service irrigation and : other water needs on the property is the best course of action for the <br />reclamation plan. The original reclamation plan for this site, approved in 2000, called for the <br />site to be reclaimed as a water - storage reservoir, so the revision submitted today should not <br />.require re- notification and re- publishing of the amendment application. Most of our <br />neighbors to the Speer site are aware of this proposed small reservoir and are pleased that a <br />pond will remain providing aesthetic and wildlife value to the property. Correspondingly, an <br />increase in reclamation bonding is required per DRMS regulations to bond for the <br />construction of the clay liner. A revised Exhibit L is included with this correspondence. <br />Also contained with this correspondence is an original signed affidavit of the Adams County <br />Clerk and Recorder that a revised set of the aforementioned maps and text "addendum" were <br />replaced in the submittal application of August 2009 (revised in September 2009) for public <br />inspection on 11 -25 -09 at the Adams County Clerk and Recorder's Office. <br />If, by submittal of this latest revision to the amendment, a need for DRMS staff to have more <br />time for review !of the proposed changes beyond the November 30, 2009 decision date, ASCI <br />is requesting more time for this action, as well as to complete our review of the Adequacy <br />Review written by DRMS on November 4, 2009. <br />Thank you for your attention to these matters. <br />Sincere , <br />Rob Laird, Land Manager enclosures <br />
