NOVEMBER 25, 2009 <br />ADDENDUM TO SPEER MINING RESOURCE M1983 -176 <br />MINE AND RECLAMATION PLANS <br />Exhibit C- Pre - Mining and Mining Plan Maps of Affected Lands <br />Exhibit C has been revised reflect the change in the reclamation plan. Exhibit C -1, the <br />Pre -Mine Plan Map has remained the same. All sand and gravel has been mined from <br />this site, so there is no real need for a new mine plan map, but a revised Exhibit C -2 <br />(Mine Plan Map) for this site is being submitted to show the addition of a small clay - <br />lined water - storage reservoir remaining on the Speer site to provide for post - reclamation <br />water needs for irrigation and other potential uses. The original reclamation plan for this <br />site, approved in 2000, also called for the post - reclamation land use to be that of a water - <br />storage reservoir covering almost the entire site. <br />A typical cross - section through the proposed water - storage reservoir is also presented on <br />Exhibit C -2. <br />Exhibit E — Reclamation Plan <br />Reclamation of the mined land of the permit area will remain that of inert filling of the <br />site with clean fill dirt and "solid waste ", as previously submitted with this amendment, <br />but a small 7- surface acre clay -lined water - storage reservoir will remain on the site to <br />provide for post - reclamation water needs for irrigation and other potential uses. The <br />original reclamation plan for this site, approved in 2000, also called for the post - <br />reclamation land use to be that of a water - storage reservoir covering almost the entire <br />site. Both the areas of inert filling and the slopes of the water - storage reservoir will be <br />seeded with a native grass seed mix and the backfilled area will be returned to an <br />agricultural use.. All other aspects of the reclamation plan remain the same as originally <br />submitted with the amendment application in August 2009. <br />Exhibit F - Reclamation Plan Map <br />The revised Exhibit F, Reclamation Plan Map, has been updated to show the small 7- <br />surface acre water - storage reservoir and the remainder of the entire mined area of the <br />permit backfilled to near original grade. All areas will be revegetated with a native grass <br />seedmix as previously submitted with the amendment application. <br />Exhibit L — Reclamation Costs <br />Follows is the revised Exhibit L for this revision to the amendment to the Speer permit. <br />The reclamation costs include the cost of placing the clay - liner, the soil cover required <br />for the inert fill portion of the permit area and revegetation of the entire disturbed area. <br />
