Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has completed a preliminary adequacy review of Seneca Coal Company's (SCC's) application <br />for TR-62, and has the following comments and requests. The numbering follows that of SCC's for the <br />revision submittal. <br />(7) The Division requested that SCC revise Exhibit 20-2 to eliminate, from the post mining <br />topography map, sections of Haul Road H that had not been proposed or approved as <br />permanent. SCC revised the map as requested; this issue is resolved. <br />(8) The Division requested that SCC revise Exhibit 20-2 to show the postmining topography as <br />currently approved (Shop Facility area, since the shop is not currently approved for <br />permanent retention), assuming that the depicted topography had been erroneously <br />incorporated. SCC asserts that there was no error in the currently approved topography, and <br />addresses retention of the shop structure with the TR-62 submittal. If all of the items in New <br />Item 5, below, are resolved, the Division will not require SCC to revise Exhibit 20-2; and this <br />issue will be resolved. <br />(9) The Division requested that SCC revise Exhibit 20-2 and the appropriate permit text to <br />describe all electrical facilities to be retained for the postmining land use, and address the <br />reasons for retention, pursuant to Rule 1.07(71). SCC noted that MR-61 had been <br />withdrawn, and that requests for permanent structures were included in the TR-62 <br />application. This issue is resolved, but the Division has comments on retention of certain <br />structures in the New Items section below. <br />(10) The Division asked SCC to revise Exhibit 20-2 to remove the section of road between the <br />shop and shop well, since neither had been approved for permanent retention.
