Re: WRC Gravel Pit, Application No. M-2008-070, Haul Road Construction Pre-
Operational Inspection Issue.
Dear Mr. Joy,
The Division of Reclamation Mining and Safety conducted a Pre-operational inspection
on December 10, 2008. During the inspection staff noted a section of the proposed haul
road needs some additional review. The concern is that widening the road identified on
the maps as Sections L112 through L118 on sheets 3 and 4 of Map C could cause
inadvertent negative impacts to the river. This impact could be caused by materials being
deposited in the river during construction of the road, maintenance activities during
mining or impacts during flooding.
During the site visit the applicant noted that the plan was to build up the road to a plain
where sufficient width can be garnered for two truck widths. First there is no mention of
road construction within the mine plan and must be addressed accordingly. Staff has
reservations as to how construction and compaction of a road will be accomplished
without materials being pushed into the river. Also, is the construction within the 100
year flood plain? Such events would trigger Corp of Army Engineer concerns and issues.
Off site impacts from these potential events could be a violation of the reclamation permit
for which staff is sure the applicant wishes to avoid. Widening of the stretch of road also
appears impractical as the steep rock outcroppings prevent much latitude without creating
large highwalls for which stability issues must be addressed. Therefore the applicant
needs to submit more information on this issue.
