M- l -}? 7- 69- ? /.7 ;WO <br />Applegate <br />Group, Inc. <br />February 20, 2008 <br />Nearby Landowners <br />Parkdale, CO <br />RECEIVED <br />FEB ?_ 2 2008 <br />Division of Reclamation, <br />Mining and Safety <br />RE: Parkdale Quarry and Aggregate Mine proposed reservoir <br />To concerned landowners in the vicinity of the Parkdale Mine: <br />It is our understanding that some confusion may exist on the reservoir proposed for future <br />construction to reclaim the Parkdale Quarry and Aggregate Mine. We would like to further clarify <br />that the reservoir will not be connected to the local groundwater. Although groundwater north of <br />Arkansas River will be exposed and managed during the mining activities through approved <br />permits, a reservoir liner will be designed to seal the final reservoir. It is not anticipated that <br />exposed groundwater during mining activities will affect any groundwater wells south of the. <br />Arkansas River as referenced by the attached letter from a local well pumping service. <br />Per Colorado's State Engineer requirements, the reservoir's liner design will be reviewed for <br />approval prior to construction, which will then be observed and monitored for conformance to the <br />specifications. The reservoir will also undergo a 90-day leak test prior to release of regulatory <br />permits. This will ensure that any seepage into or out of the reservoir is minimal and within <br />acceptable limits, thus eliminating the reservoir connection to the local groundwater. <br />Groundwater will not be used to fill the reservoir. The water used to fill the reservoir will come <br />from an end user not yet identified. Appropriate water rights will need to be in place prior to filling <br />the reservoir; those water rights will identify the water source. <br />If you are satisfied with the above explanation regarding your concern, please submit a written <br />withdrawal of your objection to the Division of Reclamation, Mining, and Safety.
