Cattany <br />Division Director <br />Westminster, CO 80234 Natural Resource Trustee <br />Re: Northern Colorado Constructors, Inc. - NCCI Pit #1,112(c) Amendment Application <br />Permit No.: M-2001-107, Weld County; Adequacy Review 01 -- 41q01 <br />Dear Mr. Yee: <br />The Division of Reclamation, Mining, and Safety (Division) has completed the first Adequacy Review for the NCCI Pit <br />#1, 112(c) Amendment Application, Permit No. M-2001-107. In order to complete our review, we require additional <br />information. Please respond to the questions and requests shown below. <br />Rule 3.1.6 Water -General Requirements <br />(1) Permanent impoundments have the potential to affect regional ground water quality through evapoconcentration. <br />Although the reservoir will be lined, the specifications detailed in the State Engineer Guidelines for Lining <br />Criteria for Gravel Pits (0.03 ft/day/f' for the perimeter wall and 0.0015 ft3/day/ftz for the bottom) still allow for <br />the potential of steady-state throughflow, in the range of tens to hundreds of gallons per minute. Please provide <br />an estimated post-mining water balance (surface and ground water inflow/outflow and evaporation) that the <br />Division can use to assess the potential for evapoconcentration. <br />Rule 4 Performance Warranties and Financial Warranties <br />The Division is in the process of evaluation the adequacy of the proposed Financial Warranty, and will advise <br />Applicant if any changes are needed as soon as our evaluation is complete. <br />6.4.3 Exhibit C - Pre-Mining and Mining Plan Map(s) of Affected Lands <br />(1) On Exhibit C - Mining Plan Map, there appears to be no mining activity or support facilities planned for the <br />parcel of land owned by the Zadel Family south of Mining Phase 8. Is this correct or is it an error of omission? <br />If no disturbance is planned, why is it included in the permit area? <br />(2) In accordance with Rule 6.43(b), please portray on Exhibit C - Map, the features listed in Rule 6.4.3(b) not only <br />on the area of affected land, but also within two hundred (200) feet of all boundaries of the area. <br />(3) In accordance with Rule 6.4.3(g), show the owner's name, type of structures, and location of all significant <br />valuable, and permanent man-made structures contained on the area of affected land and within two hundred <br />(200) feet of the affected land. <br />Office of Office of <br />Mined Land Reclamation Denver - Grand Junction - Durango Active and Inactive Mines
