Cattany <br /> A<[ing Division Director <br />RE: Excess Spoil Fill Inspections <br />Lorencito Canyon Mine, #C-96-084 <br />Mr. Bentley: <br />The Division of Minerals and Geology has completed review of the 2"d and 3rd quarter <br />2002 excess spoil fill inspections for Fills 7, 8 and 9 at the Lorencito Canyon Mine. We <br />also reviewed responses received July 10, 2002 to our letter of June 12, 2002. <br />Excess spoil fills 7 and 9 must meet the requirements of Rule 4.09.1 and the design <br />standards approved in Exhibit 13 of the permit application. Excess spoil fill 8 is a valley <br />fill and must meet the requirements of Rules 4.09.1 and 4.09.2, in addition to design <br />requirements of Exhibit 13. <br />The Division previously asked LCC; <br />For all future reports submitted please add the following information; <br />• Please add to the certification the statement that Ronald Thompson, a <br />qualified professional specialist experienced in the construction of earth and <br />rockfill embankments, accomplished the inspection under the direction of <br />Charles McGlothlin. <br />• Please add to each report the date construction began on the fill <br />• Please note on the form that the inspection report is due within two weeks of <br />the inspection (for those inspections done to comply with Rule 4.09.1(11)(b)). <br />Please add to the report a section that addresses any instability, structural <br />weakness, or other hazardous conditions possibly noted during the <br />inspection. <br />Please ensure these four requests are completed on the 4th quarter 2002 and all future <br />excess spoil fill reports. Although most of these requested changes were noted in the <br />2"d quarter reports, the 3rd quarter reports did not include this information. In particular. <br />
