the section addressing the stability of each fill is very critical now that two of the fills <br />have been partially completed. <br />All other issues as outlined in our June 12, 2002 letter are resolved for 4th quarter 2002 <br />and 15f quarter 2002. <br />2nd Quarter 2002 <br />Soil tests were submitted along with the 2"d quarter reports for Fill 9. Please refer to <br />separate correspondence regarding review of those tests. Second quarter reports for <br />fills 7, 8 and 9 were reviewed and the Division has no further questions. Previously <br />lacking color photographs were noted for all fills. <br />3`d Quarter 2002 <br />Reports and survey maps were reviewed along with color photographs. The color <br />photographs are an excellent addition to the reports and well document the progress of <br />fill construction. The Division appreciates the efforts to include photo documentation <br />where possible. The use of weed free straw mulch was also noted as per the receipt <br />included with the reports. <br />Summary of Review <br />Content of the reports has improved significantly. Topsoil depths should be confirmed <br />during placement (Fill 9 and Fill 7) and documented in the reports as meeting the <br />approved depth requirement of the permit. Topsoil depth will ultimately be important <br />regarding the establishment of vegetation on the fill as well as long-term fill stability. <br />Please refer to page 2.05-59 of the permit for sampling, testing, and fertilization <br />requirements for topsoil. <br />Please respond to questions or requests for information within 30 days of receipt of this <br />letter.
