Lonl; <br />D..-loon Dvcclor <br />RE: Bowie Mine No. l; File No. C-81-038; 1995 Annual Reclamation <br />Report <br />Dear Mr. Bear: <br />The Division received the 1995 Annual Reclamation Report (ARR) for <br />the Bowie No. 1 Mine on February 5, 1996. Overall the report is <br />presented in a way that allows for clear tracking of annual <br />reclamation activities. A few comments and suggestions are <br />outlined below. <br />Once again, no acreages were reported for areas topsoiled. Was any <br />final topsoiling conducted on the refuse pile? If so the acreage <br />and volume of soils replaced should be included in the ARR. Please <br />provide those numbers in a supplemental if any topsoiling was <br />conducted in 1995. <br />In the future, as areas are seeded with the final seed mix, a copy <br />of the seed tag off of the seed bag should accompany the ARR. This <br />allows the Division to track whether the approved seed mix is being <br />applied and also to conduct follow-up work in the event of a <br />seeding failure or unexpected results, such as heavy domination by <br />one species or the establishment of a species that is not in the <br />seed mix. <br />Another concern that arose from reviewing the seed mixes provided <br />with the ARR is the amount of pure live seed per acre that is <br />contained in the various mixes. A typical reclamation seed mix <br />usually contains 10 to 15 pounds of pure live seed per acre if <br />drill seeded and double that amount if broadcast seeded. The mixes <br />submitted with the ARR typically call for approximately 40 pounds <br />of pure live seed per acre. As you can see, even in a broadcast <br />application situation, this is double the amount of seed normally <br />recommended. The net result is that problems with over competition <br />during establishment could occur, plus it is an additional <br />unnecessary cost. Division records indicate that the seed mix was <br />modified (via technical revision 23) to reduce the overall seed <br />rate and eliminate using so many different mixes. Please check <br />
