Lamm <br />Governor <br />March 27, 1986 <br />Mr. Richard Mills <br />Colorado Yampa Coal Company <br />29588 Routt County Road No. 27 <br />Oak Creek, Colorado 80467 <br />Re: Colorado Yampa Coal Company's Mine No. 3 1985 Annual Hydrologic Report <br />Permit No. C-84-062 <br />Dear Mr. Mills: <br />The Colorado Mined Land Reclamation Division (CMLRD) received and evaluated <br />the 1985 Annual Hydrologic Report (AHR) for Mine No. 3. A four-part <br />evaluation follows covering adherence with the monitoring plan, <br />recommendations on data interpretation, suggestions to improve the quality of <br />laboratory results and recommendations about formatting the data. The <br />Division does have some concerns about chronic exceedences of standards but <br />will address these in another letter soon to follow. <br />Monitoring Plan Compliance <br />The Division assessed adherence to the monitoring plan initially by examining <br />Table A, Exhibit 15, from Volume 3 of the permit application. There was no <br />data in the AHR for sites 008-77-35, 008-77-43, 008-79-7, 008-FM-6, 008-AV-3 <br />and 008-AU-4, but there was additional data from 008-AX-1, 008-AV-3 and stream <br />site 60. A telephone call to the operator resulted in the procurement of <br />depth data from the missing wells. However, further analysis indicated that <br />the operator had failed to monitor numerous parameters according to the <br />approved schedule. The Division is concerned about the status of the water at <br />many of the sites, and subsequently filed NOV C-86-021 on March 20, 1986. <br />Data Interpretation <br />The function of an AHR is two-fold: to present a tabulation of data collected <br />over the year and to analyze an interpret that data. Colorado Yampa Coal <br />Company (CYCC) did submit an organized collection of data, but there was no <br />effort to interpret the results. In the future, we would like to see an <br />assessment which discusses the following issues: <br />A. A discussion of the reasons for data anomalies or chronic <br />exceedences of standards; <br />B.
