Long <br />Division Dueuor <br />The Division has reviewed Seneca Coal Company's (BCC's) 1997 Annual Hydrology Report <br />(AHR) for the Seneca II-W Mine. The report was well organized and is a high quality document. <br />However, the Division has the following recommendations for improving certain aspects of the <br />data presentation. <br />Based on review of the Yoast Mine Permit Application Package (PAP), the Division <br />notes that several sources for water quality standazds have been used to compile both the <br />Irrigation Standards and Livestock Standards. The Irrigation standazds and Livestock <br />Standards have been applied to both groundwater and surface water data for water quality <br />comparisons. For most situations, the Division recommends that [he Basic standazds for <br />Ground Water (Colorado Department of Health, 1996) be used for comparison with <br />groundwater samples, and the Basic Standards and Methodologies for Surface Water <br />(Colorado Department of Health, 1996) be used for comparison with surface water <br />samples. The Division suggests that SCC review the Irrigation and Livestock Standards <br />utilized to ensure that they are the most applicable for the intended purpose and that they <br />aze the most recent standazds to date. Please note that the Colorado Department of Health <br />has updated the Basic Standards for Ground Water in April, 1996 and has updated the <br />Basic Standards and Methodologies for Surface Water in Match, 1996. The CDOH <br />standards referenced in the Yoast Mine PAP aze dated 1994. <br />2. The footnote on Tables 7, 8, 11, and 12 states "*=sample below detection limit and <br />detection limit greater than the standard." The Division recommends using method <br />detection limits at or below the standard for all parameters. Specifically, lower method <br />detection limits are available for cadmium, chromium, and lead, at levels below the <br />standards listed in Tables 5 and 6 of the AHR.
