Lochhrad Etecwive Director Michael B Lo~R Drv~sion Duec wr Re: Review of MCC Responses to Division Review of 1996 Annual Hydrology Report; West Elk Mine; Permit No. C-80-007 Dear Ms. Johnston: The Division has reviewed Mountain Coal Company's responses to the Division's review of the 1996 Annual Hydrology Report (AHR) for the West Elk Mine. The Division has the following remaining comments regarding the 1996 AHR. Response accepted. The revised Table 1 was not provided with the response submittal. Please provide three copies of revised Table 1. Please provide the Division with the approximate storage capacity of the slope sump and the NETG sump. Also provide an estimated volume of how much water has been stored at these locations prior to pumping it out of the mine. 4. Response accepted. 5. MCC's response states that MCC has and will continue to take measurements at the North Fork Lower Station as part of the regular monitoring program if a discharge sample has exceeded effluent limitations. Please be advised that downstream monitoring is required at the North Fork Lower Station in accordance with the approved plan. No further response is required. 6. The calculations presented in revised Table 15 do not match the calculations for Avg. Continuous Discharge Rate and Annual Salt Loading as presented in item number 40 of MCC's TR#80 adequacy review response letter dated September ?2, 1997. Please check these calculations and revise Table 15, if appropriate.
