Christine Johnston
Mountain Coal Company
Page Z
January l3, 1998
7. No response is necessary.
The Division is uncleaz as to what is meant by MCC's statement that Figure H-5 (well
GP-5) shows a rising water level in the well (yet is still dry). Data submitted in the AHR
indicate that there were approximately 11 feet of water in the well casing at the time
water levels were measured during WY96. This is sufficient water to obtain a sample for
chemical analysis.
Figure H-32 (well SO.W-3) indicates that there were approximately 255 feet of water in
this well casing at the time water levels were measured during WY96. This is sufficient
water to obtain a sample for chemical analysis.
Failure to obtain samples from these wells indicates noncompliance with the required
groundwater monitoring plan. No further response is required at this time.
Response accepted.
10. Field pazazneters were missed during the first and second sampling periods appazently
due to damage to the well. All required monitoring points must be maintained or
replaced to ensure that required data can be obtained. If revisions to the approved plan
aze desired, then a technical revision must be submitted for consideration. These
problems indicate noncompliance with the required groundwater monitoring plan. No
further response is required at this time.
11. Monitoring wells SOM-23-H-1 and LP-1 are part of the approved and required
monitoring plan contained in the permit. Monitoring of these wells is required unless the
approved plan contained in the permit is revised by the technical revision process. It
appeazs that there is still a discrepancy in the water level reporting for well LP-l. The
total depth of this well is 260 feet and Table I-30 shows a depth to water of
approximately 75 feet as measured on five occasions during WY96. This does not
indicate that this is a dry well. Failure to obtain a sample from this well indicates
noncompliance with the required groundwater monitoring plan. No further response is
required at this time.
l2. Response accepted.
13. Response accepted.
