Box AA <br />Hayden, CO 81639 <br />Attn: Mr. Dave Zehner <br />Job No. 95-2533 <br />Subject: On-site Inspections, Refuse Pile, Foidel <br />Creek Mine, Routt County, Colorado. <br />Gentlemen, <br />iii iiiiiiiiiiiiiii <br />As requested, Northwest Colorado Consultants, Inc. visited the project site on November 28, <br />December 1, 8, 20, 21, 27 and 28, 1995 to observe and inspect the next phase of the toe drain, outlet <br />drain and tae buttress excavation being installed for the Refuse Pile and to observe the topsoil stripping <br />operations. <br />At the time of our visits on November 28 and December 1, 1995, [he contractor, Precision Excavating, <br />was in the process of stripping topsoil from the west side of the refuse pile above the 6900' contour <br />level. [t appeared that 18 to 22 inches of topsoil had been removed from this portion of the site and the <br />soils exposed in [he base of the excavations generally consisted of clays. We did not observe any <br />groundwater seepage in the stripped areas. In addition, we did not observe any signs of unstable slopes <br />in [his area. The limits of the areas which had been stripped of topsoil are shown in Figure #1 and <br />photographs taken on 11/28/95 are shown in Appendix A. <br />At the time of our visit on December 8, 1995, the contractor, Precision Excavation, had completed <br />approximately 300 lineal feet of toe buttress excavation and had installed the toe drain. The buttress <br />excavation ranged from 25 to 35 feet in width and was excavated into the underlying clays. The <br />contractor was advised that the width of the buttress excavation should be X10 feet in width. The uphill <br />slope of the excavation was constructed from a 2 (horizontal) : 1 (vertical) to a 1 (horizontal) : 1 <br />(vertical) configuration. The drainage rock was placed in a triangular configuration which ranged from <br />7 [0 8 fee[ in width and approximately 30 inches in height over a layer of filter fabric. Photographs of <br />[he toe buttress excavation and completed toe drain, taken on this date, are shown in Appendix A. We <br />also took a sample of the drain rock to our laboratory for a sieve analyses. The results, which are <br />shown in Figure #2, indicate that the rock does meet the speciLca[ions given in the project plans for <br />No. 67 aggregate. <br />At the time of our visits on December 20 and 21, 1995 the contractor was continuing to strip topsoil <br />from the central and southwestern portions of the refuse pile and was in the process of installing the <br />(970) 879.7888 • Fax (970) 879.7891 <br />29585 U.S. 40 West, Box 775226 • Steamboat Springs, CO 80477 <br />
