toe drain. The approximate limits of the topsoil stripping areas are shown in Figure #1 and <br />photographs taken of the stripping operations and drain installation are shown in Appendix A. The <br />contractor had installed a total of approximately 650 to 700 lineal Eeet of toe drain up to this date. It <br />should be noted that the buttress excavation ranged from 35 to 45 feet in width and that it appeared <br />that the base of the buttress excavation was in clay fill materials with shale bedrock fragments. <br />A[ the time of our visits on December 27 and 28, 1995, the contractor was continuing [o strip topsoil <br />From the central portion of the refuse pile and was continuing [o place the toe drain. In addition, an <br />outlet drain was constructed approximately 700 Feet south of the point in which Precision started to <br />construct the toe drain and at the approximate location shown on the project plans. The outlet drain <br />excavation was approximately 3.5 feet in width and was backfilled with washed rock [o a depth of <br />approximately 30 to 33 inches. The was rock was wrapped in drainage Fabric, Mirafi 140N, as called for <br />in [he project plans. <br />Based on our observations and part-time inspections made to this date, we believe that the areas shovm <br />in Figure #1 have been adequately stripped of topsoil and the first 700 to g00 feet of toe drain and the <br />first outlet drain have been constructed in general accordance with the project plans and specifications. <br />It should also be noted that we have observed the placement of the waste coal materials in the refuse <br />pile. The contractor has been stockpiling the waste coal materials for the last two months. However, <br />we did test the compaction of the materials placed and compacted in September and October. These <br />test results are shown in Appendix B. Based on our part-time observations, we believe [hat the <br />contractor had been placing the waste coal fill materials in general accordance with the project <br />specifications and plans. <br />This report full the quarterly inspection requirements for the Fourth quarter as specified by Rules <br />4.09.1(11)(a) 4.10.2(23Qa), if you have any questions regarding this report or our observations, <br />please coma t s office. <br />Brian D.
