Enclosed is one copy of the Draft Final Cultural Resources Management <br />Plan. Dowe Flats. Boulder County Colorado (CRMP). On November 29, 1994 two <br />copies of the CRMP were hand delivered to Susan Collins and Jim Greene at the Office of <br />Archaeology and Historic Preservation. Copies are also being sent to all listed below. <br />For your files I have included a copy of a letter dated April 6, 1994, from James E. <br />Hartmann, State Historic Preservation Officer, to Rob Helmick, Boulder County Land Use <br />Department accepting the draft preservation plan (CRMP) for the Dowe Flats Project. A <br />subsequent letter dated May 27, 1994, from Susan Collins, State Archaeologist, to Rob <br />Helmick, clazified that the April 6 letter applied to historic resources, and that three <br />archaeological issues remained to be resolved. Subsequently, the Dowe Flats cultural <br />resource management team has met with Susan Collins and held the first meeting of the <br />Dowe Flats American Indian Advisory Council. At these meetings the outstanding <br />archaeological issues have been discussed and resolved, and the final CRMP has been <br />revised to reflect this. <br />Additional revisions [o the CRMP from the draft CRMP include: <br />1. An expanded Management Summary section, including a detailed list of proposed <br />cultural resource management actions by Southdown, the first time that all permit terms <br />and conditions and commitments of record with respect to cultural resource <br />management have been listed in one location <br />2. An expanded section on regulatory framework, as requested by the State Archaeologist <br />3. Updated inventory results, including the paleontology study, and an additional <br />archaeological report <br />4. Updated predictive model section, including the latest inventory results <br />5.
