Construction <br />595 Taylor Street <br />Craig, CO 81625 <br />Attn: Mr. Bud Bower <br />Job No. 95-2296 <br />Subject: Quazterly Inspection Report, Waste Coal <br />Area, Foidel Creek Mine, Rou[[ County, Colorado. <br />Gentlemen, <br />As requested, Northwest Colorado Consultants, Inc. has prepared this letter outlining our inspections <br />made during the fourth quarter of 1996 at [he Waste Coal Area, which is located at the Foidel Creek <br />Mine in Rout County, Colorado. <br />We visited the project site on November 25, 1996 to inspect the waste coal area and retest the failing <br />compaction tests which were takes on August 5 and 21, 1996. <br />Two retests were taken in the area of Failing tests #89 and #90, which were originally taken on <br />8/21/96. The contractor had placed an additional two foot thick lift of waste coal in [his azea; <br />therefore, test pits were excavated with a bulldozer down to the original test elevation. The retests <br />indicate [hat the materials had been adequately recompacted. The contractor advised us that they were <br />not able to recompact the failing area in [he vicinity of test #84, taken on August 5, 1996, due to [he <br />heavy rains and snows which occurred during the later half of September and all of October. They <br />advised us that they would not place any additional fdl materials in this area until they had an <br />eppor[unity to dry out, recompact and retest the failing area. Copies of our compaction test results and <br />daily reports are attached. <br />Based on our observations made at the site and our discussions with the contractor, it appears that they <br />have not placed any additional compacted lifts of waste coal since our last visit. They had spread a 2 <br />foot lift of waste coal over the northeastern portion of the pile; however, due [o the excessive amount of <br />precipitation, [hey were unable to access this area and compact the fdl materials. The contractor <br />advised us that they were continuing [o stockpile the waste coal materials along the western edge of the <br />pile since they were unable to access the remainder of [he pile due to [he extremely wet and soft <br />conditions. <br />Based on our observations made at the site, we recommended to [he contractor that they not place any <br />more lifts of compacted fdl at this site due to the excessive amount of moisture in the upper, exposed <br />lift.
