We advised the contractor <br />that they should not place any lifts over frozen materials. However, we did recommend that [hey work <br />on the surface drainage as soon as they aze able to access these areas. We observed a number of areas <br />in which the surface drainage was flowing over the face of the fdl slope and causing a considerable <br />amount of erosion. In addition, we observed two small surface failures along the upper portion of the <br />fill slopes.
