A statement of the actions taken in preparing the certification,
including such things as inspections performed (date, time, weather &
methods), laboratory or field testing performed, plan or permit
documents reviewed, and consultation with other professionals.
5. A statement of pertinent professional observations and conclusions
" made during the completion of the certification.
6.
