Coal Waste Bank Quarterly Inspection Report and Certification <br />An acceptable certification for the coal processing waste embankment should <br />include all items listed under item "A" above. Additionally, the inspection <br />report should contain the following evaluations in order to comply with <br />Rules 4.09.1(11) and 4.10.2: <br />4.09.1 11 <br />1 - Removal of all organic material and topsoil. <br />2 - Placement of underdrain systems. <br />3 - Installation of surface drainage systems. <br />4 - Placement and compaction of fill materials. <br />5 - Revegetation. , <br />4.10.2 <br />1 - The inspections shall include such observations and tests as may be <br />necessary to evaluate the potential hazard to human life and property. <br />2 - The inspections shall evaluate the removal of organic material and <br />topsoil (same as Item 1 under 4,09.1(11)). <br />3 - The inspection shall consider steepness of slopes, seepage, and other <br />visible factors which could indicate potential failure. <br />The Division suggests that Deserado re-format the inspection report submitted <br />on January 9, 1985, and the certification letter submitted on February 19, <br />1985, in order to arrive at an acceptable coal waste embankment certification. <br />If you have any questions regarding certification, please do not hesitate to <br />call me or Jim Pendleton at 866-3567. <br />Sincerely, <br />/~~9~~~ <br />Tom Gillis <br />Reclamation Specialist <br />TG/ph <br />Doc.
