Long <br />Division Dvea°r <br />TO: Harry Ranney <br />FROM: Mike Boulay ~JI~~ <br />DATE: July 15, 1998 <br />SUBJECT: King Coal Mine; Permit No. C-81-035; Annual Hydrologic Report <br />At your request, I have reviewedthe National King Coal, LLC Annuai Hydrology Report submitted <br />June 26, 1998. I have the following comments concerning the adequacy of the submittal. <br />All of the required pazameters were analyzed during 1997 and 1998. However; the required <br />frequency of data collection is unclear. Three quarters of data were submitted for 1997 and <br />two quarters of data were submitted for 1998. Groundwater monitoring requirements aze <br />contained in the permit document on page 2.04.7. Required parameters are listed but the <br />frequency of data collection is not. Are samples to be collected quarterly? If so, this should <br />be cleazly stated in the pernrit. Are the repoRing requirements on an annual basis (January <br />to December) or on a water year basis (typically October through September). Please have <br />the operator clarify this and submit a revised permit page for groundwater monitoring <br />requirements. <br />2. It is important to know the completion information for the one monitoring well that is <br />currently monitored. This information is necessary for assessing potential groundwater <br />impacts. This should include a well log, total depth ,initial static water level, casing interval, <br />perforated casing interval, etc. Please have the operator update the permit document with <br />this information. This information should be submitted for any subsequent wells added to <br />the monitoring program. <br />3. Our rules require that operators analyze for total iron and total manganese in groundwater <br />(Rule 2.04.7). The permit document indicates that the operator is analyzing for dissolved <br />iron and total manganese. Because the operator has established many yeazs of monitoring <br />
