Long <br />Division Director <br />RE: Adequacy Review, 2000 Annual Hydrology Report, Bear No. 3 Mine, Permit No. C-81- <br />033, Bear Coal Company <br />Deaz Mr. Bear: <br />The Division has finished its review of the 2000 Annual Hydrology Report (AHR) for the Bear <br />No. 3 Mine. In its review, the Division found several discrepancies between what is required in <br />the permit application and what was submitted. The Division has the following questions and <br />comments. <br />Previously, the Division requested that Bear Coal Company (BCC) expand the list of <br />chemical constituents that are to be monitored at the mine. The first request was <br />contained in a letter dated Mazch 2, 2000 and reiterated in a letter dated March 15, 2000. <br />In those two letters, the Division requested that copper, selenium, zinc and boron be <br />added to the hydrologic monitoring list. <br />The second request, which superseded the first request, was made in the midterm <br />adequacy review letter dated September 18, 2000 and reiterated in the permit renewal <br />adequacy review Letter dated March 6, 2002. In those two adequacy review letters, the <br />Division requested that the hydrologic monitoring plan be updated to include those <br />analytes for which receiving stream standazds exist for the North Fork of the Gunnison <br />River. Please respond to this request. <br />Page 2.04-30b of the permit application states that the list of chemical parameters that are <br />to be analyzed for the annual full suite analyses for alluvial wells AAl and AA2 can be <br />found in Table 4f. Table 4f is on page 2.04-30s of the permit application. However, the <br />data submitted in the 2000 AHR for AAl And AA3 do not contain analyses of several of <br />these parameters. Those missing parameters are bicarbonate, calcium, carbonate, chloride, <br />selenium, sodium and sulfate. Please explain. <br />3.
