Long <br />Somerset, CO 81434 orvisinn Director <br />RE: 1995 Annual Hydrology Report; Bear Mine; Permit No. C-81-033 <br />Dear Mr. Bear: <br />The Division has reviewed the 1995 Annual Hydrology Report (AHR) <br />for the Bear Mine. The frequency of data collection is in <br />compliance with the approved monitoring plan contained in your <br />permit, with the following exception. Temperature data were not <br />provided for the upper french drain. <br />No significant anomalies in water quality data were observed based <br />on a review of the 1995 report and previous AHRs. The 1995 data <br />show higher conductivity and salinity levels in the downgradient <br />groundwater monitoring well (AA1) as opposed to AA3. water <br />quantity data presented in the report will require some <br />clarification as described below. <br />Per Stipulation No. 32 monitoring requirements contained on page <br />2.04-30b of the permit, an annual report of inflows, discharges and <br />consumption of water within the mine needs to be provided. Records <br />of water discharged from, consumed in, and imported to the mine <br />shall be maintained and submitted with the AHR. <br />A 1995 Water Consumption Report is provided in your report along <br />with text describing that "the consumption of water in the mine <br />equals the amount of water imported to the mine plus the amount of <br />mine inflow water consumed". Data used to support this need to be <br />presented more clearly. The source of imported water is not stated <br />in the report and it is unclear whether the tabulated data shown in <br />the 1995 Water Consumption Report accounts for all of the imported <br />water. It is assumed that the amount imported is equal to the <br />amount consumed provided that there is zero discharge. This should <br />be clarified in the AHR. No mention of discharge is provided. <br />The Division acknowledges the fact that in June of 1995, the Bear <br />~3 Mine began to notice a measurable amount of mine inflow water in <br />the 3rd West Section. The mine inflow water (16.7 acre-feet) <br />combined with 11.26 acre-feet of imported water results in 28.99 <br />
