Mr. Basil Bear
Bear Coal Company
Page 2
May 20, 1996
acre-feet, which is substantially higher consumptive use than
previous years. The AHR states that "Bear does not have any
explanation for the higher than usual consumptive use of water in
the mine". This additional consumptive use needs to be
substantiated. Some explanation should be given for the use of
this additional water. At a minimum the type of use should be
described.
The Division has the following specific comments regarding the 1995
AHR:
1. Provide temperature data for the upper french drain
monitoring results. Please submit a revised report page
with these data.
2. Consecutively number report pages and provide revised
report pages.
3. Consumptive use of mine inflow water and discharge of
mine inflow water should be included on the 1995 Water
Consumption Report table. Substantiate whether or not
there was discharge from the mine due to the mine inflow
water emanating from the 3rd West Section during 1995 and
whether or not there was discharge of imported water.
Please update the above referenced table to include all
imported water, mine inflow water, total consumptive use,
and discharges so that a clearer understanding of the
hydrologic balance for the mining operation can be
established.
Please include a discussion on the source of imported
water and a description of consumptive uses.
Specifically identify the source of all imported water
including surface water taken from the North Fork of the
Gunnison and usage from the onsite well located adjacent
to the maintenance shed. Please indicate whether or not
this well is permitted. Also provide a narrative
discussion on water routing across the site, including
information on what water goes to what locations and in
what amounts. Please submit revised report pages.
5. Your Assessment of Hydrologic Impacts indicates that
there are no water resources in the projected mining area
for 1996, Please note that there is an ephemeral stream
in the southwest quarter of Section 16 that drains to the
north. There may also be shallow groundwater in this
vicinity. Please submit a revised report page indicating
