Walther <br />Executive Director <br /> Michael B. long <br /> Division Director <br />Re: Crites Sand and Gravel Pit, File M-99-022, Ne~v 110c Application, Preliminary Adequacy Review. <br />Dear Mr. Crites, <br />I have completed my adequacy review of the above-named permit application, and have identified a fe~v technical <br />issues to be clarified. Overall the operation appears to be straightforward, and the application materials are well <br />presented. The items described in this letter must be responded to prior to the decision date, which is presently set <br />for 5/10/99. i have listed my questions and concerns below in the order of the exhibit to which they pertain. Please <br />arrange your responses similarly also. <br />Exhibit A - Legal Description <br />The description does not include the Section numbers. Numerous other references in the application adequately <br />show that the two areas of activity are located in Sections 25 and 36. You may comment on [his if you wish, but I <br />am considering this exhibit to be adequate at this time. <br />Exhibit B -Site Description <br />There is the question of onsite or nearby structures, to which you initially stated that there are none. You have <br />depicted several structures on the maps, however, including the canal, roads and existing pit. At this time, by virtue <br />of the pre-operation inspection by the Division, we know that there are fencelines and at least one water well. <br />Please provide the additional information clarifying the locations of these structures, and provide the names of their <br />owners. <br />Exhibit C - Mining Plan <br />Your proposed activities include washing of the mined aggregate. Please clarify how the washed (or wet mined, if <br />applicable) materials will be placed on the site to facilitate drainage into the pit. Will any of the surface be graded <br />to allow such drainage control? If so, please clarify how it is to be reclaimed after mining is finished. <br />Exhibit D -Reclamation Plan <br />Please describe any specific activities you will perform (or avoid) to assure sufficient weed control. Likewise, <br />please describe any erosion control activities on the affected area (slopes on the hillside, slopes in the pit, topsoil <br />stockpiles, etc.). I have some further questions below under Exhibit E. <br />Exhibit E -Maps <br />The newer mining map (received here on 418/99) shows roads to the [vvo areas of activity. The roads to each area <br />show a short segment to be missing. The access road passes by the recharge pit/stockpile area at a distance of 100- <br />200 fee[, and the north end of Ure road is separated from the northern pit by about 50 feet. Please clarify the issue <br />of road locations and access. <br />
