Stover & Associates <br />2768 Compass Drive, Suite 101 <br />Grand Junction, CO 81506 <br />Re: Stove Canyon Coal Exploration Plan <br />Central Appalachia Mining, LLC (CAM} <br />Coal Leases C-0125515, C-0125516 <br />Deaz Mr. Stover: <br />The Stove Canyon coal exploration plan, dated June 29, 2004, has been reviewed by this office. <br />An environmental assessment was prepared on the nine proposed drill holes and associated drill <br />site and access road disturbance. Based on baseline data requirements for the future mine <br />permit, the Division of Minerals and Geology (DMG) has concurred with the proposal to convert <br />some of the holes to monitoring wells should ground water be encountered. The exploration plan <br />is APPROVED subject to the following stipulations: <br />1. A BLM right-of--way grant is required for the off lease portion of the access road. The grant <br />must be obtained prior to any construction of the location or access road. <br />2. A reclamation bond must be filed with BLM in the amount of $31,000 prior to any <br />construction and drilling activities. <br />3. Contact the BLM at least 48 hours prior to commencing construction of access roads and drill <br />sites. <br />4. Drill sites located near the lease boundary (7-34-6 and 7-34-7) shall be surveyed prior to <br />construction activities to ensure they are located within the lease. <br />5. The maximum disturbed width for road construction and reclamation shall not exceed 20'. <br />The maximum surface disturbance for drill pads shall not exceed 60' x 100'. Soil and vegetative <br />disturbance shall be held to the minimum necessary. <br />United States Department of the Interior <br />6.
