<br />cut so that the stump height does not exceed 12 inches. All slash less than four inches in <br />diameter shall be chipped or scattered outside the cleared area and must be within 24 inches of <br />the ground at all points. All material four inches in diameter or greater shall be removed from <br />Federal land prior to completion of drilling due to potential insectinfestations, unless otherwise <br />directed. All of the above shall take place prior to completion of drilling. A wood permit from <br />BLM for 13 cords of pinyon/juniper shall be required prior to any clearing. <br />7. Topsoil and vegetation (excluding trees) shall be stripped together to at least a depth of 6 to 8 <br />inches from drill sites and segregated for spreading over the site during reclamation and seeding. <br />No topsoil stripping will be allowed when soils are moisture saturated to a depth of 3 inches, or <br />frozen below the stripping depth. <br />8. All drill fluids shall be contained in a tank or dug pit. The cuttings pits shall be dry prior to <br />backfilling. <br />9. All construction equipment and vehicles shall be clean and weed, weed seed free prior to <br />moving equipment onto public lands and start of construction. Cleaning shall be accomplished <br />by pressure washing with water unless otherwise approved by the authorized officer. The <br />operator shall monitor for noxious weed infestation and shall control noxious weeds on the <br />location and access roads as directed by the authorized officer. Herbicide or pesticide use shall <br />be approved by the authorized officer prior to any application. <br />10. Fueling and maintenance activities shall not take place in or adjacent to any drainages <br />(perennial or ephemeral.) All product containers (oil and hydraulic fluid cans, etc.) shall be <br />removed from the site and disposed of properly. <br />11. In order to ensure that all potentially minable coal beds in the Cameo coal zone are <br />penetrated, each hole, except for any shallow continuous core holes, must be drilled into the top <br />of the Rollins Sandstone marker. <br />12. All drill holes not completed as monitoring wells must be plugged with cement from 50 feet <br />below to 50 feet above all aquifers and underground minable coal beds, and cement surface plug <br />set. A permanent drill hole marker may be set at each drill location. Excess cuttings not <br />returned to the hole must be leveled and dispersed evenly over the surface surrounding the hole. <br />13. Any drill holes converted to monitoring wells must be completed so as to isolate the <br />aquifer(s) being monitored as well as casing and cementing off other aquifers and minable coal <br />beds encountered. <br />14. Geophysical logs must be run on each hole. One copy of all drill hole information, <br />including logs, coal analyses, and location map of surveyed locations, must be submitted to BLM <br />no later than December 31, 2004. In addition, submit a description or illustration of the method <br />used to plug each hole or completion as monitoring well. <br />15. Ifmonitoring wells are proposed to be located along an access road scheduled for <br />reclamation, the access road may be left in place for vehicle access for well monitoring purposes <br />only.
