Loye: <br />Thank you for your letter of February 10, 1982. Please consider this <br />letter the City of Colarado Springs' written objections to the <br />Broderick & Gibbons Fountain Pit Application. The City summarizes its <br />objections in the following manner: <br />1. Stability for existing 230,000 volt and 1]5,000 volt <br />transmission lines - see attached Memorandum dated February 19, 1982 <br />from City Electric Transmission and Distribution Engineering Manager <br />to City Attorney. The extraction plan does not indicate specific <br />measures to maintain the stability of the City's 115,000 and 230,000 <br />volt transmission line structures on and adjacent to the excavation <br />area. In summary, there should be no less than a 32-foot radius <br />circle centered midway between the poles before the 3 to 1 slope <br />begins. This slope must be stabilized. This area should be <br />reasonably flat to provide necessary working space. Further, minimum <br />clearance of 33 feet most be maintained between the lowest sag on the <br />hottest day of power lines and ground. The grade level along the <br />easement must not be raised at any time. Safety clearances must be <br />observed at all times. <br />2. Fountain Valley Authority Water Pipeline and City of <br />Colorado Springs Water Pipeline Stability - See attached letter to <br />Mined Land Reclamation Board dated February 22, 1982. The extraction <br />plan does not indicate the exact location of the Fountain Valley <br />Authority Pipeline which must be protected, nor does it indicate the <br />exact location of the City of Colorado Springs' water pipe in its <br />easement. Both of these pipes are buried at different depths and <br />meander within their respective easements. Actual location should be <br />determined in .order to begin the 3 to 1 slope an adequate distance (15 <br />feet) away from the pipeline. There is concern of water collecting <br />and moving at the base of the 3 to 1 slope so as to erode the 3 to 1 <br />slope as well as percolate in under the pipelines so as to lessen <br />subsurface support. <br />
