February 23, ~2
Page 2
3. Fugitive Dust Permit - See attached Memorandum from Ron
Ostop to Jim Colvin dated February 19, 1982. Broderick & Gibbons must
obtain an Emission Permit from the Colorado Air Quality Division in
accord with Regulation 1 of the Colorado Air Quality Control
Commission. The extraction operation will impact environmental
monitors located on City property. Such monitors were required by the
Colorado Department of Bealth.
4, Drainage - See attached Memorandum from John Barber to Jim
Colvin dated February 22, 1982. The extraction plan does not indicate
retention reservoirs or structures so as to prevent City-owned
property or easements from being damaged by surface water runoff
occurring in a manner different or greater than historical runoff as a
result of the extraction operations.
5. Reclamation Plan - See attached memorandum from Vic Ecklund,
Conservation Planner, to J.D. Phillips, Utilities Director, dated
February 19, 1982. The City's Conservation Planner indicates that
minimum reclamation standards must be implemented to protect City
utility lines, He states that with the information provided in the
Broderick & Gibbons Mining and Reclamation Permit, the City could
expect a high hazard of water erosion and that the 3 to 1 slope
proposed may be inadequate for revegetation.
Should you have any questions, please feel free to contact me.
Very truly yours,
J.D./PHILLIPS
Di ctor of Utilities
JDP/JGC/he
cc:
City Council
City Manager
Land Officer
John Barber
Ron Ostop
Larry Patterson
Suresh Patel
Chuck Weir
Vic Ecklund
City Attorney
Al Hayden, Broderick ~ Gibbons
