Box 7 <br />Gunnison, Colorado 81230 <br />RE: Lucky Strike Mine - File No. M-82-20 <br />Dear Mr. Klein: <br />Concerning your inquiry as to whether or not another sample of the cyanide <br />tails pond water would need to be sent to an EPA certified laboratory. I <br />would recommend that you take another sample and send it to a laboratory at <br />least one more time. As you have done, I would take afield reading and <br />submit both field and lab data with your next annual report. <br />More importantly, however, is the planned future use of the cyanide tailings <br />pond and the disposition of the cyanide leached tailings. Based on the data <br />submitted, the leached tails could be disposed in another location and fully <br />reclaimed. I would not recommend recirculating or using solutions from the <br />pond until disposal of this material is approved by a technical revision to <br />your permit. Plese respond as to what type of disposal plan could be <br />implemented. <br />Another issue is that Mr. Gydessen has not specifically stated in writing if <br />the cyanide leach circuit will be used or not. If the vat leach process will <br />be discontinued this should be stated. If the process is to be used and/or <br />remain as part of the permit a financial warranty of $10,000.00 will be <br />required. Enclosed is a copy of recent legislation pertaining to limited <br />impact (110) cyanide vat or leach operations in the state. This matter will <br />be scheduled before the Mined Land Reclamation Board on October 23-24, 1985. <br />The Division will recommend an increase to $10,000.00 unless you notify us as <br />to permit changes regarding the use of cyanide.
